A chairde Gaeil,

Ar an 12ú Meitheamh, caithfidh sibh cinneadh a dhéanamh ar chóir Conradh Liospóin a dhaingniú. Beidh oll-thionchar ag an gcinneadh seo ar shaoirse agus ar fhlaitheas náisiún na hÉireann.

Saoirse agus flaitheas - tuigeann muide, pobal na Fraince agus pobal na hÉireann araon, cad is brí leis na focail sin. Tuigeann muid an luach as cuimse atá acu agus an méid ar thug muid suas, go leor uaireanta, chun iad a bhaint amach agus iad a chosaint.

Inniu, agus mé in bhur measc, braithim go bhfuil spiorad na saoirse agus an t-éileamh ar dhínit daonlathach beo i gcónaí i mBaile Átha Cliath. Seo ceann den iliomad ceangail idir an dá thír - tíortha atá ceangailte cheana féin, ar ndóigh, ag cuimhní ar chathanna comónta agus ag an bhféin-thuiscint a bhíonn idir náisiúin a bhí agus atá faoi bhrú.

In Éirinn, díreach ar nós na Fraince, tuigeann sibh gur gá uaireanta an fód a sheasamh. Mar a déarfadh Francach mór le ra agus cara mór le muintir na hÉireann, Charles de Gaulle : ‘A force de dire oui a tout, on disparait soi-meme.’ (Má ghéilleann tú i gcónaí, faoi dheireadh ní bheidh ann duit.) I dtíortha s’againne, tuigeann muid, nuair a chaomhnaíonn muid an saoirse sa bhaile, go scaipeann muid ag an am gcéanna ídéal na saoirse i measc ár gcomharsana agus go deimhin níos faide i gcéin.

Agus an méid seo ar fad ar m’intinn atá mé ag labhairt libh inniu, ar an 29ú Meitheamh - lá speisialta don Fhrainc agus don Eoraip. Trí bliana is an lá inniu, agus fios maith acu cad a bhí ar siúl acu, dhiúltaigh 16 milliún Francach glacadh leis an treo ina raibh an Comhphobal ag dul - rud a mhillfeadh fís na hEorpa. Ní ag tógáil na hEorpa atá an Comhphobal seo níos mó ach ag scriosadh na náisiún. Ní ag cosaint na náisiúin laga atá sé ach ag cur le neart na náisiún laidre. Ní ag iarraidh a bheith i gcroílár na síochána atá sé ach a bheith ina ghiolla ag lucht na cogaíochta.

Trí bliana ó shoin sheas 16 milliún Francach an fód, le taispeáint cad a cheap siad agus cad a cheap tromlach as cuimse den phobal sna tíortha eile nach bhfuair seans vótáil i reifreann : athróidh muid an Eoraip, tabharfaidh muid ar ais ár gcearta, bíodh meas againn ar na difríochtaí a dheineann cultúr s’againne níos saibhre. Is oth liom a rá, áfach, gur sádh na focla sin siar i scornach na bhFrancach - a bhuíochas sin don comhaontas Eorpach, mar a tugtaí air go fiú in am Chonradh Vienna i 1815, agus an tacaiocht a thug ár gcuid ceannairí féin dó.

Trí bliana o shoin, cuireadh isteach orainne sa Fhrainc agus muid ar tí vótáil i reifreann a bhí chomh tábhachtach agus a bheadh vóta ar son féin-riail féin. An bhfuil a fhios agaibh rud éigin ? Chonaic muid aire rialtais de chuid na Breataine go fiú ag teacht chun na Fraince chun pobal na Fraince a mhaisliú fad is a bhí duine dár n-airí féin ag tabhairt a bheannacht dó.

Inniu mar sin, tá mé anseo chun dhá rud a rá libh. Ná lig do na daoine a deireannn go bhfuil siad níos eolaí ná sibh, ná ligigí dóibh faitíos a chur oraibh nó sibh a fhágáil ag mothú ciontach. Agus rud eile, ná bíodh faitíos oraibh bhur gcoinsias a leanúint. Níl sibh libh féin ; tá na céadta milliún saoránach anaithnid, sa Fhrainc agus ar fud na hEorpa, nach féidir leo labhairt sa bhaile ach a bhéas ag tacú libh ar an 12ú Meitheamh. Ag tacú libh chun tosnú ag tógáil an Eoraip atá uainn go léir - Eoraip atá bunaithe ar chearta daonna, ar an tsíocháin agus ar an tsaoirse.

APPEL AUX CITOYENS LIBRES DE LA REPUBLIQUE D’IRLANDE

Chers Amis d’Irlande,

Vous vous prononcerez le 12 juin prochain sur la ratification du traité de Lisbonne, qui engage fondamentalement votre destin de peuple libre et souverain.

« Libre et souverain » : nous autres, Français et Irlandais, avons gardé en mémoire ce que signifient ces mots, nous mesurons pleinement leur valeur incomparable et le prix parfois très lourd qu’il a fallu acquitter pour les conquérir ou les préserver.

J’ai pu constater aujourd’hui, parmi vous, que l’esprit de liberté et l’exigence de dignité démocratique sont bien vivants à Dublin. C’est là un des nombreux points communs entre nos deux pays, déjà liés par le souvenir de luttes communes et la sympathie naturelle envers les peuples opprimés qu’inspirent certaines épreuves de l’histoire.

En Irlande comme en France, on sait très bien qu’il faut parfois résister, car, comme le disait si bien un grand Français et un grand ami de l’Irlande, Charles de Gaulle : « A force de dire oui à tout, on disparaît soi-même. » Dans nos deux pays, on sait que lorsqu’on défend la liberté chez soi, c’est l’idée même de la liberté chez ses voisins et au delà que l’on porte en même temps.

C’est dans cet état d’esprit que je suis venu m’adresser à vous aujourd’hui, en ce 29 mai si symbolique pour la France et l’Europe. Il y a trois ans jour pour jour, 16 millions de Français ont dit non en toute connaissance de cause aux dérives d’une Union européenne devenue folle qui abîme la belle idée européenne. Une Union qui ne bâtit plus l’Europe mais démolit les nations. Une Union qui ne protège pas les faibles mais renforce la domination des puissants. Une Union qui ne s’affirme pas comme un pôle de stabilité et de paix mais se met aux ordres des fauteurs de guerre.

Il y a trois ans, 16 millions de Français se sont levés pour exprimer ce qu’ils pensaient eux-mêmes et ce que pensait une écrasante majorité de citoyens des autres pays, privés de référendum : « Changeons d’Europe, restaurons les libertés, respectons nos diversités dont nous nous enrichissons les uns les autres ! » Hélas, le « concert européen », comme on l’appelait déjà à l’époque du traité de Vienne en 1815, a depuis réussi, avec la complicité de nos propres dirigeants, à faire rentrer dans la gorge son « non » au peuple français.

Contrairement aux personnalités étrangères qui viennent chaque jour, sur le ton de l’amitié feinte ou de la menace à peine voilée, vous expliquer comment voter, je ne vous dirai pas « Votez ceci, ne votez pas cela ! » Il y a trois ans, nous avons nous-mêmes trop souffert de cette odieuse ingérence dans un référendum ayant valeur de vote d’autodétermination. Le saviez-vous ? On a même vu alors un ministre britannique des Affaires européennes venir en France insulter la moitié du peuple français, c’est-à-dire le peuple français tout entier, en présence et avec la bénédiction d’un de nos propres ministres !

Ainsi, je suis simplement venu vous dire deux choses aujourd’hui. Ne vous laissez pas intimider ni culpabiliser par ceux qui soi-disant savent à votre place ! Et surtout, n’ayez pas peur de laisser parler librement votre conscience. Vous n’êtes pas seuls : des dizaines, des centaines de millions de citoyens anonymes réduits au silence en France et partout en Europe, seront à vos côtés le 12 juin. A vos côtés pour construire enfin l’Europe de justice, de paix et de liberté que nous voulons tous !

Dublin, the 29th of May 2008

Call to the free citizens of the Irish Republic

Dear friends from Ireland,

On the 12th of June you will have to come to a decision on the ratification of the Treaty of Lisbon, by which the freedom and the sovereignty of your nation will be radically bound.

“ Freedom and Sovereignty “ : we, French and Irish people, do remember what these words mean, we fully realize their incomparable value and the price, sometimes very high, we had to pay to conquer them or protect them.

Today among you, I have been able to notice that the spirit of freedom and the demand for democratic dignity are alive in Dublin. That is one of the numerous common points between our two countries, already bound by the memory of mutual struggles and the natural fellow feeling towards oppressed nations, linked to some ordeals of History.

In Ireland as in France we do know that opposing is sometimes necessary, for as a great Frenchman and a great friend of Ireland, Charles de Gaulle used to say : “A force de dire oui à tout, on disparaît soi-même.” (“When you always say yes, you disappear.”) In our two countries we know that when we protect freedom at home, at the same time we take the idea of freedom to our neighbours and even farther .

It’s in this frame of mind I am speaking to you today, on this 29th of May which is a symbol for France and for Europe. Exactly three years ago, on that same day, fully aware, 16 million French people said no to the shift of a European Community which has become mad and which spoils the beautiful European idea.. This Union no longer builds Europe but demolishes nations. This Union doesn’t protect the weak but adds to the domination of the mighty. This Union doesn’t assert itself as a centre of stability and peace but is at warmongers’ disposal.

Three years ago 16 million French people stood up to express what they thought and what a crushing majority of citizens of other countries, deprived of a referendum, also thought : let us change Europe, let us restore rights, let us respect our differences which make us grow richer ! Unfortunately, the “ European concert “, as it was already called at the time of the Treaty of Vienna in 1815, has lately managed to make the French nation eat their “ no “, with the complicity of our own leaders.

Contrary to foreign personalities who come, day after day, to tell you how to vote, pretending friendship or thinly disguising threat, I won’t tell you “ vote this, don’t vote that !”. Three years ago we have ourselves suffered from that awful interfering in a referendum which had the same value as a vote for self-determination. You know what ? We have even seen a British Minister involved in the European Affairs come to France and insult half of the French nation, that is to say the whole French nation, while one of our ministers was there, even giving his blessing !

So today I have simply come to tell you two things. Some people are supposed to know better than you, don’t let them intimidate you nor make you feel guilty ! And moreover don’t be afraid of letting your conscience speak freely. You are not alone : hundreds of millions anonymous citizens, reduced to silence in France and everywhere in Europe will be on your side on the12th of June. On your side at last to build the Europe of Justice, of Peace and of Freedom we all long for !
